No charges will be filed in the Monday drowning of a baby at the Villages of Providence in West Chester. Investigators said the drowning was accidental.

Medics said that Bella Shi, 9 months, drowned in a retention pond when her stroller rolled down an embankment and into the water.  She was strapped in the stroller and could not escape.

She was under water about 30 minutes when crews were able to bring her out of the water.  Investigators said the grandmother, who was with the child, was frantic. She is unable to speak English, and could only scream and point to where the baby went into the water. 

The child was taken to Cincinnati Children's Hospital where she died in the emergency room.
